My Lord,
With reference to the enclosed extract
from the Minutes of the meeting of Executive
Council held on the 14th of May, 1931, I have
the honour at the request of Mr. W.E.L. Shenton
one of the Members dissenting from the decision taken on that occasion ( the other being the
Attorney General) to forward for Your Lordship's information two files (in duplicate) containing
a record of the proceedings which led to the
conviction and imprisonment of Mr. Noel Instone Brewer and the subsequent petition for pardon
and compensation by Mrs. Brewer. The matter
was fully discussed in the Executive Council,
and it was held by a majority of seven to two
that no adequate grounds had been shown for interfering with the decision of the Supreme
Court.
